Is a monthly jamiya halal?

View 1: permitted (the majority)
Saudi Arabia's Council of Senior Scholars considered the "employees' jamiya" in its 34th session in Taif (Safar 1410 AH) and decided by majority that nothing prevents it, because it benefits everyone and harms no one.
Sheikh Abdulaziz Ibn Baz ruled there is no harm in it, and Sheikh Muhammad Ibn Uthaymeen said there is nothing wrong with it.
View 2: not permitted
Sheikh Saleh Al-Fawzan held it is not permitted, and explained his view in his book "Al-Bayan li Akhta' Ba'd al-Kuttab".
The condition those who permit it mention
- Each member receives exactly what they paid, no more and no less.
- No condition gives the lender any extra benefit.
- The order and the amount are known and agreed.
